About PCOMS & Getting Started
1. What is P-COMS?
P-COMS (Procurement Compliance Monitoring Services) is a digital compliance platform developed by the Bureau of Public Procurement (BPP) to enable real-time monitoring and enforcement of procurement compliance across government MDAs.
2. Who should use P-COMS?
P-COMS is designed for: Procuring entities (ministries, departments, agencies), Procurement officers and desk officers, Vendors/Contractors, BPP regulators and monitors.
USING THE PLATFORM
3. How do I start a new procurement on P-COMS?
Log in to your account and click on “Start New Procurement” on the dashboard. You’ll be guided through steps to enter project details, upload documents, and initiate the compliance process.
4. Can I request a No-Objection through P-COMS?
Yes. P-COMS allows for digital submission of No-Objection requests for procurement methods such as: Restrictive Tendering, Direct (Single Source) Procurement, Emergency Procurement
5. How do I verify a vendor's eligibility?
You can verify vendor eligibility using the IRR (Interim Registration Report) number through the integrated vendor validation tool on the platform.
6. How do I publish procurement notices?
Select the “Publish Notice” option during your procurement setup. P-COMS will route the notice to the Federal Tenders Journal and two national dailies in line with legal requirements.
7. Can I upload procurement plans or reports?
Yes. You can submit procurement plans and post-award procurement reports via your dashboard. These are accessible to BPP for review and compliance tracking.

8. What is a Red Flag Alert?
P-COMS automatically triggers alerts for unusual procurement patterns or potential violations, helping BPP proactively monitor risk and enforce compliance.
9. Will BPP see all activities on the platform?
Yes. BPP has real-time access to procurement data for review, No-Objection approval, vendor checks, and compliance auditing.

10. What do I do if I forget my password?
Click “Forgot Password” on the login page and follow the prompts to reset it via your registered email.
11. Who do I contact for technical support?

OTHER QUESTIONS
12. Is P-COMS mandatory for all government agencies?
Yes. The use of P-COMS is mandated by BPP for all MDAs to ensure full compliance with the Public Procurement Act, 2007.
13. Can contractors access P-COMS?
Contractors can access limited features of P-COMS, such as verifying their status, uploading compliance documents, and tracking procurement notices they are part of.
